Nouncillors discuss and vote on Nouns DAO props on a volunteer basis. Contributions to Nouncil above and beyond that are funded from our general Operating Budget. This is regularly administered via retroactive Coordinapes. See Nouncil Proposal #1 for a breakdown of what's allowed in our operating costs.

Nouncil Community Grants - 51.6 ETH
Nouncils Community Grant Pilot (described in Nouncil Proposal #1) was a wild success and an extremely efficient use of ETH to proliferate Nouns. 28 ETH was permissionlessly given to Nouncillors and spent on 18 different projects.
We held art contests, selfie contests, coloring contests, made hats, merch, jackets, stickers, built web apps, covered cities in Nounish posters, projected art on buildings, created weird 3D videos, distributed POAPs, created NFT collections, manufactured a smoking paper box, and assisted in the development of a "herb garden" facility.

To be eligible a Nouncillor must have been Nouncillors for at least 2 months and maintained a vote participation rate of 69% or more. As of October 1 this is 43 nouncillors (proof).
A public call will be held to determine the admin team, who will be voted in.

Nouncil has proved to be a solid ground for proposal discussion and the initiatives within have been a powerful method of proliferation.

Nouncil is a key part of the overall mass proliferation effort within the DAO. I'm confident that the individuals who are eligible for the Community Grant Program will continue to proliferate and develop new ideas of reaching new audiences.
No nouncil does it better! This is a group of governance focused, nounish humans. The value delivered and available to newcomers to the scene is immensely underrated. And I’m here for it. ⌐◨-◨
Nouncil has an excellent track record of scaling the DAO's ability to onboard new builders in a capital efficient way.

I believe Nouncil has been an important part of Nouns DAO and we should continue to support their efforts in proliferating the meme. Funding builders that have a proven track record to help us grow is a good thing.

Nouncil is one of best places for voting discussion, organization surrounding DAO conversations, onboarding new builders and way more. Nouncil changed the way I learn, communicate and work within the DAO and continues to do so.

Nouncil has onboarded and supported so many builders in this ecosystem since its inception in February. Many builders, myself included, probably would never have found our home in nouns without it, and I think a builder-forward group of nouns-passionate individuals, governing and sharing ideas together is a really special thing that shouldn't be underestimated.
Looking back on the past 7 months of Nouns DAO governance, I think you'll also find that the majority or fruitful discussion about Proposals, thoughtful vote reasons, and help/feedback provided to Proposers, all came out of Nouncil.
The Permissionless grants program was a really unique idea (h/t Joel) that inspired tonnes of proliferation projects that took all kinds of forms (see our summary thread about it here: https://twitter.com/nouncil/status/1571956714915733504?s=20&t=b7l9UaOXAyXfw1UUPWSJ0g.) I think a further experimentations with this model (of empowering builders who have proven they care about the DAO and the community) are worth funding.
Also, Nouncil administrators have been running the day to day operations for most of Q3 unfunded, so this Proposal is part retro reward, part current operating budget, and part runway to continue to build and grow in Q1 2023.
I think its fair to say that the Nouncil has been subsidized by the official discord server and i would like to hold off on further funding until we see what type of competition pops up in the aftermath of shutting it down.
